Most Yang taiji systems will have you do push hands for quite a while before you do sanshou. Sanshou is quite advanced, and you won't be ready for it if you haven't even done single or double pushing yet.
After double pushing hands usually comes the practice of dalu -- big rollback-- which teaches you how to use angles and the corner powers of pluck, split, elbow, and kao. After dalu, you're usually ready to begin exploring the 88 sanshou form.
So sanshou is a much higher level of learning to apply your taiji. It takes moving push hands to the next level by incorporating many of the taiji applications into a freeflow.
That got a little wordy. Hope it made sense.
