Martial Morality Article

I wanna ask about this article : http://www.ymaa.com/articles/martial-arts/morality

As a person who practices chinese martial arts, I would like to learn more about their ethics and moral foundations.

Ive read the entire article and understood pretty much all of it, until I got to the part that discusses Morality Of Mind , and more Specifically, the part where he talks about Will.
My question is how exactly can the "power of will" be measured ?
How can I see the difference between a true goal and a vague desire ?
(and if you can , please send me other articles that discuss the ethics of the chinese martial arts)
